Dozens of acres of land planned for single-family homes, townhomes and condos are listed for sale in Durham Region as part of a receivership process for five properties.
The properties are in Whitby and Oshawa, cities to the east of Toronto. The Whitby properties are: 4300 Anderson St., 4400 and 4440 Garden St., Anderson Street and Courtland Avenue and Promenade Drive and Garden Street. The Oshawa site is Taunton Road East and Clearbrook Drive.
The sites range from under one acre to over 17 acres in size, with plans for low-, medium- and high-density residential development.
CBRE’s Land Services Group, on behalf of court-appointed receiver KSV Restructuring Inc., is listing the properties for sale. A report filed in the Ontario Superior Court Of Justice on Jan. 15 states Toronto-based Cameron Stephens Mortgage Capital Ltd. applied to appoint KSV as the receiver.
Cameron Stephens has mortgages registered on the properties and is owed approximately $45.8 million, according to the report. The single-purpose entities that owned the properties for development are affiliated with Mansouri Living Group, a Toronto-based residential and commercial property developer.
Durham Region has been experiencing significant growth in recent years, due in part to housing that is less expensive that areas closer to downtown Toronto. The average home price in the region in December was $844,473, according to the Toronto Regional Real Estate Board, down 9.2 per cent year-over-year from December 2024.
There were 455 home sales in the region by the end of December 2025, up by 12.6 per cent year-over-year.
The Whitby properties
The 4300 Anderson St. property is planned as a 9.6-acre site. The developer's pre-consultation site plan set a concept for a 2.7-acre residential development on the property with a total of 44 back-to-back and street townhomes.
For the 17.51-acre 4400 and 4440 Garden St., a draft plan was approved for 18 single-detached homes, and a 6.4-acre medium-density block with 138 townhomes.
The plan for the single-detached homes was to have approximately 3,000-square-foot units with two garages and driveways. The townhomes are planned as two- and three-storey models ranging from 1,600 to 2,000 square feet.
“This offering allows a prospective purchaser to imminently proceed with the 18 single-detached dwellings, while taking the medium-density block through site plan approval,” CBRE said. Fourteen of the 18 single-detached lots have been pre-sold, CBRE added.
The Anderson Street and Courtland Avenue property in the Brooklin community of Whitby covers 8.35 acres. The Town of Whitby is finalizing a plan to redesignate the property as a residential mixed-use site, CBRE said.
The CBRE brochure lists a plan to have 171 condo units and 141 townhomes. The condo building would be over 180,000 square feet with 285 parking spaces, while the townhomes would be 1,640-, 2,180- and 2,200-square-foot models with a mix of back-to-back, rear-lane and traditional units.
Promenade Drive and Garden Street is described as “a prime infill opportunity” by CBRE. Mansouri Living received site plan approval in 2020 which permitted a six-storey seniors dwelling. The official plan also permits townhomes, apartments and multiple dwellings in the range of 26 to 55 units per acre on the 0.74-acre property.
As properties in the Taunton North area, future residents in the four Whitby properties would benefit from a short drive to Hwy. 407 and the Whitby GO stations. The sites would also be a few minutes of driving time from public and private schools, the Taunton Gardens mall and recreational areas such as local golf clubs and the Whitby Civic Recreation Complex
The Oshawa property
Taunton Road East and Clearbrook Drive in Oshawa is a 14.47-acre property planned as three blocks.
A pre-consultation plan for the first block of almost 7.4 acres lists the concept for 166 units of three-storey condo townhomes with gross floor areas of approximately 1,600 and 2,200 square feet.
The second and third blocks, 2.6 and 4.5 acres, respectively, are designated for low-density residential development and permitted for single, semi and duplex housing at 12 units per acre. It allows “prospective purchasers to tailor site specific zoning to preferred concepts,” CBRE says.
Potential residents in the community would be a short drive from the SmartCentres - Oshawa North shopping mall and Cedar Valley Park.
CBRE notes the properties can be bid on as a portfolio, or as individual lots.
